mayor tells locals not to die...

The mayor of a village in southwest France has threatened residents not to die because there is no room left in the overcrowded cemetery to bury them. The mayor was quoted saying: "Offenders will be severely punished." WTH?!? How excatly? If I was them I would go ahead and die and call his bluff... I mean what is he going to do.... really?
